André Vasconcelos

Advisor to the Board of Directors at the Agency for Technological Reform of the State (ARTE), with 18+ years of experience in information systems architecture and digital transformation. He holds a Bachelor’s, Master’s and PhD in Informatics and Computer Engineering from Instituto Superior Técnico, where he also teaches.

Focused on public sector digitalization and digital identity, he has contributed to initiatives such as the Digital Mobile Key, id.gov.pt, the Citizen Card and the Public Administration Interoperability Platform. Known for combining technical depth with strategic advisory experience in national-scale digital modernization.
