On Monday 2 November 2026, L.ID Conference & Digital ID Hub takes its format to Cabo Verde for the first time. The Cabo Verde Workshop: Digital Identity & eID runs from 14:00 to 18:30 at TECHPARK CV, the Parque Tecnológico Arquipélago Digital de Cabo Verde. It is one afternoon on the identity infrastructure the country already has and on what it can build from it.
Two of the three sponsors are long-standing LisbonID partners. Caixa Mágica Software, co-organiser of the first LisbonID in May 2026, presents a session on where digital identity is heading by 2030. LIZAR Systems speaks on secure issuance and brings a live demonstration of DRACO, its transportable card personalisation unit. DevTrust Consulting completes the sponsor group.
This article covers the programme, what each company will present and why their participation matters on the road to LisbonID 2027.

Caixa Mágica: Digital Identity 2030
At 15:25, Caixa Mágica presents Digital Identity 2030: global trends, standards and new trust models. The session looks at what will change before the end of the decade. It also asks what those changes mean for a country outside the European Union.
- Global trends. Documents and credentials are moving into digital wallets. EU member states must make the European Digital Identity Wallet available by 24 December 2026. Several countries outside the EU are following similar models.
- Standards. Shared formats and protocols let a credential issued in one country be read and trusted in another. Many Cabo Verdeans live in Portugal and other European countries. For them, this is a daily matter.
- New trust models. Banks, operators and public services will check identity differently. They will ask citizens for fewer documents and keep less personal data.
Caixa Mágica has developed and maintained the Portuguese Citizen Card middleware since 2011. Fifteen years of keeping a national identity component working across new operating systems, browsers and card versions give the session a practical base.
LIZAR Systems: From Issuance to a Trust Ecosystem
At 15:50, Filipe Carvalho of LIZAR Systems speaks on secure identity, physical and digital. The session starts from the physical document. Many digital identities are derived from it. Its quality sets the limit for everything built on top.
During the 16:20 coffee break, LIZAR runs a live demonstration of DRACO together with DevTrust’s L.ID Demo Credential. DRACO is a transportable desktop unit of around 30 kg. It combines laser engraving with contact and contactless chip personalisation. It is designed to issue documents close to citizens, in registry offices, consulates or mobile teams.
LIZAR has an office in Praia. Its presence at the workshop builds on work already under way in the country.
Why These Two Companies Together
Caixa Mágica and LIZAR cover two ends of the same chain. LIZAR works on issuance: the card, the chip and the quality checks behind them. Caixa Mágica works on what comes next: reading the document, authenticating with it and preparing services to accept digital credentials.
The two companies already work together. Caixa Mágica built LIZAR’s new web platform, launched in September 2026 in five languages. Both will be at TRUSTECH in Paris from 1 to 3 December. Both are also part of LisbonID 2027.
Why Cabo Verde
An archipelago tests digital identity in ways a mainland country rarely does. The population is spread across several islands. Network connections are not always stable. Central issuance means travel.
The programme reflects this. IMIJ opens the technical part with the existing infrastructure and its challenges. Banco de Cabo Verde speaks on trust and innovation in the financial system. Eng. Hélio Varela asks how a home-grown digital ecosystem can make Cabo Verde a regional leader in digital ID.
Cabo Verde was already part of the LisbonID conversation. NOSi, the country’s public technology agency, took part in the first edition in Lisbon in May 2026. The workshop takes that conversation to Cabo Verde itself.
From Cabo Verde to Lisbon
The workshop is the first L.ID event outside Portugal. Its themes carry straight into LisbonID 2027, on 25 and 26 May at Fundação Oriente in Lisbon. Three of them stand out: national wallets in their first months, acceptance by banks and the links between Europe and the Portuguese-speaking countries building their own systems.
Organisations that want to speak or sponsor in Lisbon can register through the interest form. For a view of the wider event calendar, see our guide to digital identity conferences 2027.
